This report presents the results of the Community Environmental Response Facilitation Act CERFA investigation conducted by The Earth Technology Corporation TETC at Umatilla Depot Activty UMDA, a U.S. Government property selected for closure by the Base Realignment and Closure BRAC Commission. Under CERFA, Federal agencies are required to identify real property that can be immediately reused and redeveloped. Satisfying this objective requires the identification of real property where no hazardous substances or petroleum products, regulated by the Comprehensive Environmental Response, Compensation, and Liability Act CERCLA, were stored for one year or more, known to have been released, or disposed. The UMDA is a 16,433-acre site located in Morrow and Umatilla Counties, Oregon, approximately 30 miles west of Pendleton. The installations primary mission is conventional and chemical ordnance storage. Activities associated with the property that have environmental significance are munition demolition, fuel storage, landfill activities and vehicle maintenance activities. The installation is on U.S. Environmental Protection Agency USEPA National Priorities List.
