The recent experience of the United States suggests that there are problems with the decision-making process used to determine whether or not US forces will engage in a peace operation. The handling of current conflicts illustrates an approach that is ad hoc and lacks consistency. Adoption of specific criteria for US force engagement in UN peace operations is currently the predominant method proposed for addressing this situation. Inter-agency dialogue is close to producing such a criteria list. While adoption of these criteria potentially improves the process significantly, we see it as only a first step that should be followed and tied to a method of prioritizing missions.
