Abstract:
In 1992, the United States must vacate Torrejon Air Base in Spain because of decision by the Spanish government. To relocate the affected American aircraft, the North Atlantic Treaty Organization agreed in 1988 to fund construction of a new airbase at Crotone, Italy. In 1990, certain factions in Congress began efforts aimed at reversing this decision, considering it preferable for the aircraft to return to the United States instead. This paper examines alternative options for fulfilling the U.S. commitment to defend NATOs southern region.
