Abstract:

Military operations at Mather AFB are scheduled to close by September 30, 1993. This document, the Disposal and Reuse FEIS, has been prepared in accordance with National Environmental Policy Act NEPA to analyze the potential environmental impacts associated with the disposal of Mather AFB property. Based on information gathered during this consultation and the NEPA scoping process, a range of reasonable alternatives for potential reuses of the disposable property were identified to expedite the Air Forces environmental analysis of the disposal action. In this EIS, potential environmental impacts associated with this range of reasonable alternatives were analyzed. The biophysical areas analyzed include land use and aesthetics, transportation, utilities, hazardous materialswastes, soils and geology, water resources, air quality, noise, and biological and cultural resources. Potential environmental impacts are associated with aircraft-related noise levels, increased road traffic, reduced wildlife habitat, alteration of topography, alteration of water flow and drainage patterns, and temporary effects of elevated concentrations of particulate matter during construction. Where adverse impacts are anticipated, mitigation measures are recommended which will ameliorate these effects. Traffic mitigations include area roadway improvements.
