Loring Air Force Base AFB, Maine, was one of the bases recommended by the 1991 Defense Base Closure and Realignment Commission for closure. The Commissions recommendations were accepted by the President and submitted to Congress on July 12, 1991. As Congress did not disapprove the recommendations in the time given under the Defense Base Closure and Realignment Act DBCRA of 1990 Public Law 101-510, Title XXIX, the recommendations have become law. DBCRA requires the Secretary of Defense to comply with the National Environmental Policy Act NEPA in the implementation of the base closures and realignments. This Socioeconomic Impact Analysis Study addresses the socioeconomic effects of closure and potential reuse of the base. This document is designed to provide assistance to local governments and redevelopment agencies in the development of their reuse plan. The scope of this study includes economic activity, population, housing, public services, public finance, transportation, and utilities. This document is not required by NEPA.
