Abstract:

The United States Navy white paper, From the Sea assumes that the most likely naval confrontation in the future will be in the littoral regions of the earth. The Navys force structure is decreasing in response to domestic fiscal constraints while countries in the very regions we may fight From the Sea are buying conventional submarines. The ships submarines and aircraft now being flown were designed for deep water operations. Fighting in shallow and confined waters will require a hard look at what is needed for this emerging threat.
