Abstract:

This report documents the results of an indepth study and workshop which could be applied to overcome barriers to innovation and the use of innovative technology within the nations public works infrastructure. This is the third in a series of reports prepared to support the Federal Infrastructure Strategy Initiative, a 3-year program to explore the development of an integrated Federal infrastructure strategy. The program was initiated as one of the Presidents budget items for Fiscal Year FY 1991 and approved by Congress. The program is overseen by the U.S. Army Corps of Engineers USACE Directorate of Civil Works, and the Corps Institute for Water Resources IWR has detailed management responsibility.
