Crime is increasing throughout America. This study postulates that contemporary social upheaval - violence, substance abuse and disregard for law and order parallels post Civil War events that occurred as the United States transitioned from an agrarian to an industrial economy. In the paper, the author recommends governmental utilization of an Army -training model that replicates the post Civil War Buffalo Soldier regiment, the Tenth Cavalry. The regimental training model is a long-term partial solution for reducing the number of young criminals in America.
