Abstract:
This report is to review the relationship between the National Aeronautics and Space Administration NASA and the California Institute of Technology Caltech for managing and performing research and development at the Jet Propulsion Laboratory JPL. This is our second report on this issue it discusses property management weaknesses at JPL, primarily for equipment loaned to JPL employees and equipment provided to Caltech. As agreed with your offices, we plan to report later on selected provisions of the new contract between NASA and Caltech that was approved on January 10, 1994, for the operation of JPL for a 5-year period beginning September 20, 1993.
