The purpose of this Manual is to revise, expand, and update the policies and procedures applicable to cases involving the loss, damage, or destruction of Government property. It accounts for loss, damage, or destruction of Government property, determining the amount of financial liability of those found to be responsible for such financial losses, providing relief from accountability, and establishing debts resulting from the assessment of financial liability.
