Abstract:
Summarizes two decades of Smithsonian work on naval manpower, personnel and training issues. Major contributions were the provision of a secretariat for ONRs Manpower RD Program, the organization of conferences and symposia, participation in boards and committees, and the operation of a clipping service and other means of keeping abreast of conditions affecting the Navys ability to meet its manpower needs. Because the contract had many unique aspects, this summary also goes into the history of the program, how it was organized, and some examples of successful and not so successful outcomes
