Abstract:

Mobilization is defined simply as the act of organizing national resources to support national objectives in time of war or other emergencies. Americas greatest national resource--its people--traditionally rallied behind the countrys mobilization call by personal sacrifice for the good of national objectives. There is a growing concern, however, that a significant portion of our society--black Americans--may not be prepared to assume their mobilization roles due to deficiencies in our public educational systems.
