Abstract:
This report identifies the six methods through which most individuals currently obtain Federal employment in professional and administrative jobs, which represent nearly half of the Federal civil service workforce. More importantly, it discusses how each method affects the quality and representativeness of the Federal workforce. Furthermore, this report highlights the significant by little-noted evolution that has already occurred in Federal hiring practices in just the last 10 years. It also supports the view that the time is ripe for some fundamental changes in the Federal Governments approach to recruiting and selecting employees.
