Abstract:

This thesis is a case study of the Tri-Service Coordinated Care TRICARE Program in the Tidewater area of Virginia. TRICARE was established as a direct result of a memorandum published by Mr. Enrique Mendez, Assistant Secretary of Defense Health Affairs titled Strengthening the Medical Functions of the Department of Defense. This paper begins with a brief history of medical care in the United States and the United States Navy. It continues with a discussion of the trend in the Department of Defense toward more joint operations, not only in the completion of its military mission, but also that of its medical mission. This thesis analyzes the organizational changes required for implementation of the Coordinated Care Program and TRICAREs use of inter- service working groups to reduce the negative effects and difficulties associated with change in the organization.
