Abstract:

This paper first defines domestic technology transfer and explains that this transfer of technology from government laboratories to defense industries is key to the U.S.s national security strategy of Maintaining the Technology Edge to ensure military superiority. The paper then provides examples of U.S. Air Force technology transfer that demonstrate that this transfer has not only resulted in military superiority but it has also been a crucial part of Americas economic leadership and strength in some commercial markets. The rising importance of this technology transfer from government laboratories to the commercial sector is examined and a survey of recent technology transfer laws is presented. The U.S. Air Force response to these new laws is then covered. Finally, some current issues in domestic technology transfer are discussed.
