Abstract:

The Panama Canal has been a part of the history of the United States since 1903. the construction and operation of the Canal is an extraordinary fete that Americans can point to with pride. On December 31, 1999, this period of history will end when the Canal is turned over to the Panamanian Government in accordance with the treaties negotiated by President Carter in 1977. Will the Panamanian Government be able to run that extremely complicated engineering operation or will the Canal become the monument to greed, corruption and mismanagement It remains to be seen, but all indications are that the Panamanian Government will be totally unprepared to assume control. Given the evidence that is available today the probability that the Panama Canal will, after December 31, 1999, remain an efficient, dependable waterway for world shipping is small.
