Abstract:
On November 5,1990, President George Bush signed Public Law, 101-510, which established the Defense Base Closure and Realignment Commission to provide a fair process that will result in the timely closure and realignment or military installations inside the United States. public Law 101-510 Title XXIX, as amended required the Secretary of Defense to submit a list of proposed military base closures and realignments to the Commission by March, 15, 1993 Appendix A. The statute also required the Secretary of Defense to base all recommendations on a force-structure plan submitted to Congress with the Departments FY 1994 budget request and on selection criteria developed by the Secretary of Defense and approved by Congress. Upon the Commissions receipt of the Secretary of Defenses recommendations, PL 101-510 required the Commission to hold public hearings to discuss the recommendations before it made any findings. To change any of the Secretarys recommendations, the law required the Commission to find substantial deviation from the Secretarys force-structure plan and the final criteria approved by Congress.
