Abstract:

The Air Force is undergoing the most fundamental reshaping it has experienced in its history. The broad sweep of change has touched every corner of the institution. We are not paring down. We are building a new, smaller Air Force from the ground up. This reshaping and restructuring has been driven by the demands of a new era new thinking, new security challenges and opportunities, new fiscal constraints and new technology. We began preparing the Air Force for this new era nearly three years ago. The first step was to develop a strategic planning framework. We did that with Global Reach - Global Power, capitalizing on what airpower brings to the Nations defense speed, range, flexibility, precision and lethality. Our second initiative was to incorporate modern management principles into every aspect of how we do business. We are streamlining and delayering, removing roadblocks to improvement and moving authority down in the organization. Finally, by planning within our vision and managing wisely, we have designed a program for what the President and the nation will need in the future.
