The transcript of the public meeting was reviewed to identify technical and procedural questions and issues raised by the citizens who attend the meeting. Government and other officials in attendance responded to these issues at the meeting. The following responses to the issues reflect those comments, as well as additional information relevant to the issue. A soil vapor extraction SVE system was operated at Site S on McClellan AFB McAFB for about eight weeks in the Spring of 1993, and then was shut down due to nuisance emissions of hydrochloric acid HCL gas. Since that time, modifications of the Site S system have been planned and work is underway to add a scrubber to remove the HCL from the exhaust gases. In addition, the Site S system has been modified to include a resin-based pollutant removal system as an alternative to the catalytic oxidation system and scrubber.
