Abstract:

This Engineering Evaluation-Cost Analysis EECA document supports soil vapor extraction SVE as the preferred alternative for a basewide, non-time-critical removal action to remove volatile organic compound VOC contamination in soils at McClellan Air Force Base McAFB. The National Contingency Plan NCP requires the lead agency to conduct an EECA or its equivalent for non-time-critical removal actions 40 CFR 300.415. The EECA process is a comparative analysis of removal action alternatives and is recorded in the EECA document for public review and comment. A conventional EECA document generally supports a decision to take a removal action at a specified site or group of sites. McAFB and the regulatory agencies have modified the conventional EECA document to facilitate decision making and to streamline the administrative process in the McAFB Installation Restoration Program IRP.
