Abstract:

This report, prepared by the Institute for Water Resources staff, is a summary of the Contractors Management Analysis, Inc. study and findings and preliminary review by the Corps. The report is presented in two parts. Part I, Plan of Improvement, presents and describes actions which will be undertaken to improve the program. Part II, Study Conduct and Findings, documents the reasons for undertaking the study, how the study was conducted, and presents the study findings and conclusions for those readers who are interested in following the process that supports the need for the improvement actions. The objective of the study is to assure that Federal expenditures for operation and maintenance of Corps projects provide justified levels of service in the least cost manner. The output of the study is to be policies and procedures practicable measures to achieve that objective.
