Abstract:

The magnitude of the cuts facing the Armys civilian work force, of which the civilian personnel community will take its share, requires and organized and deliberate approach to analyzing, validating and revising its current mission and functions. The issues that the policy makers and the operating personnel specialists face are multi-dimensional. They must continue to deliver services within the current complexity of legal and regulatory restraints, often Federally imposed, while attempting to analyze their work processes in order to streamline them to accommodate budget and manpower reductions. To help the Army meet the challenges of this turbulent environment and minimize the impact of change on the civilian personnel administration community, this paper suggests that the Army leadership implement a strategic planning process. It also provides a functional analysis of the current Army civilian personnel administration program and compares it to private sector human resource programs. This comparison provides options for program enhancements that the Army leadership should consider in its deliberations for modernizing the Civilian Personnel Administration system.
