This MTS of the 7th QRMC addresses the effectiveness of Special and Incentive S and I pays as flexible tools to enable the Department of Defense DoD to compete in an ever-changing labor market. The study focuses on management processes rather than point-in-time evaluations of each existing pay level. Recommendations include organizing S and I pays into three categories for more efficient management and suggestions for improving DoDs flexibility to adjust pay levels and pay policy in response to short-term manning requirements.
