Abstract:

The objective of this paper is to analyze one aspect of a U.S. technology strategy technology transferexport license, as it relates to control of the key technologies considered critical to U.S. economic and military security. This analysis includes a history of U.S. technology transfer export license policy, a review and assessment of the status of these critical technologies in the U.S. relative to the rest of the world using airbreathing propulsion as an example, a summary of the problems with the current national technology transfer policies, and finally a recommendation for future U.S. critical technology policy and how such a policy should be implemented.
