The purpose of this project was to develop and analyze a strategic planning process which culminated in a strategic plan for Blanchfield Army Community Hospital. The process consisted of four phases. Phase one included preparing a Needs and Demands Analysis of the beneficiary population, identifying key stakeholders, and selecting committee members. Phase two was an educational phase in which committee members were oriented to strategic planning and to the specific process to be used. An environmental assessment was also conducted. The organizations mission statement, values, strategic issues, goals, objectives, strategies, outcome measures, and responsible agencies were developed in a two day, off-site planning conference in phase three. The final phase focused on the revision of the strategic planning document A review and analysis of the planning process revealed three areas for improvement. A discussion of each problem, alternative actions, and recommended solution are provided. Lessons learned are also discussed. Recommendations for implementing the strategic plan are provided. The results of this study provide a template for strategic planning which permits the organization to continuously evaluate and adapt to the changing needs and demands of its various customer and environments....
