Air Force Government Owned-Contractor Operate facilities are required to comply with all applicable environmental laws and requirements. The lack of environmental requirements and delineation of environmental responsibilities and liabilities in the Federal Acquisition Regulation FAR and GOCO contracts, coupled with increasing environmental legislation and compliance costs, has created a challenge that Mr. Gary Vest refers to as one of the most significant currently facing the Air Force.. This thesis identified environmental contracting guidance that could reduce the apparent disparity between environmental and government contract law to help Air Force decision makers develop GOCO facilities environmental contracting policy. Relevant literature was used to develop a research plan using a Delphi survey. The survey collected opinions from selected Air Force environmental, legal, and contracting experts. An analysis of these experts opinions generated environmental contracting guidelines and suggested further research to refine GOCO facility-environmental contracting policy. This guidance reflected contracting aspects involving specification methods, compensation methods, identification, permits, the Federal Acquisition Regulation, and contractor qualifications....
