Abstract:
Research conducted on the impacts of C3 force integration is reported. An introduction is provided into the numerous challenges facing the Army division level Signal officer in the 1990s. The challenges emerge from the consecutive modernization of organizational, doctrinal, and materiel force integration programs amid declining personnel resources and a high technology battlefield environment. Analysis is focused on the impacts to the divisional MSE Signal battalion S3 staff of fielding three new C3 systems The Maneuver Control System MCS, the Joint Tactical Information Distribution System JTIDS , and the Integrated System Control ISYSCON. Impacts are categorized in terms of C3 functional areas personnel, equipment, procedures, training, and leadership. Suggested improvements to training, network management procedures, and materiel acquisition practices are provided for materiel developers, combat developers, and tactical Signal Corps leadership.
