Abstract:

This thesis deals with the possible shifts in NATOs strategy for the rest of the 1990s. It uses a strategic planning model to explore these possible shifts in strategy. Strategic planning is a systematic process of defining the mission and the objectives and creating action plans, policies and resource allocations to achieve them. Every organization should initiate strategic planning in order to address the evolving needs of its stakeholders. NATO, which was founded as an organization in 1949, has to do the same thing. The general mission of NATO was to protect the freedom and the well-being of its member people. During the period of 1949-1989 NATO faced a massive Soviet threat and so defined objectives and formulated strategies to contain it. NATOs environment has radically changed since 1989. Although the general mission of NATO has not changed, it needs to identify new objectives and formulate new strategies in order to cope with the current and potential threats, and to exploit these opportunities afforded by the new environmental shifts.
