Abstract:

This thesis uses the case study approach to discuss the concepts and issues related to business re-engineering and its applicability to DoD. It discusses recent developments in Total Quality Management TQM, and the Corporate Information Management CIM Initiative that have lead to a number of tools such as Activity Bawd Costing ABC and IDEF that may be used as building blocks for a re-engineering framework. Examined in detail is the U.S. Army Corps of Engineers USACE information systems p modernization program and the factors required to successfully implement business re-engineering.
