This paper describes a process for utilizing data bases and, if necessary, developing new ones to answer key policy questions regarding DoD expenditures of funds for various forms of training. It presents a general cost- effectiveness methodology for performing analyses in support of questions focused on the desirability of increasing, decreasing, or holding constant DoD funding for various training modalities. This methodology draws on proven principles of training cost analysis, makes optimal use of existing training cost and effectiveness data and takes a requirements-oriented, functional point of view. The innovative aspect of our approach is the development of a systematic Training Funds Decision Methodology TFDM, which is demonstrated by a case study example. If TFDM ultimately proves valid, acceptable, and supportable by existingplanned data repositories, it could be translated into specifications for an expert decision support system.
