The second annual NPS was mailed to 23,821 randomly sampled active duty enlisted personnel and officers in December 1991. Completed questionnaires were accepted through mid-February 1992. An adjusted return rate of 57 percent was obtained. Survey topics included rotationpermanent change-of-station moves, recruiting duty, pay and benefits, education and leadership programs, quality- of-life programs, organizational climate, and Acquired Immune Deficiency Syndrome AIDS education. This volume contains highlights of the results for enlisted personnel and officers. Analyses were based on weighted data thus, the results may be used to infer population attitudes.
