Defining U.S. Forward Presence in Europe: Getting Past the Numbers

The rationale for this report has been to fill a noticeable void in the debate of the future of U.S. military presence in Europe. Heretofore, much attention has been directed toward discussions of personnel vice ascertaining future missions and types of forces that will be needed. The authors attempt to identify key capabilities that will be required of future U.S. Army forces in Europe. Additionally, they posit potential force structure options should personnel strengths in Europe be reduced below currently anticipated levels. The exact number of U.S. Army personnel that will remain in Europe is a decision that will be made by the National Command Authority, in close consultation with Congress. However, Army leadership must be prepared to present what capabilities the Army requires in this theater in order to carry out its directed missions.
