Abstract:

This purpose of this monograph is to discuss the roles and missions United States military forces will have to accomplish during operations to restore order. Operations to restore order are military operations designed to halt violence and restore normal civil activities thereby encouraging the resumption of political and diplomatic efforts to resolve the conflict. The thesis of this monograph is that operations to restore order are vital missions that will require the use of United States military forces to prevent human suffering or protect national security interests. The paper uses Operation Power Pack and Operation Provide Comfort as historical examples of United States military forces conducting operations to restore order. The paper uses these examples to determine the challenges military forces might face in future operations to restore order. This analysis led to four key missions that contingency forces will have to accomplish in operations to restore order conduct forced entry operations, establish security zones, stabilize the population, and provide human assistance.
