This study is part of a broader project on the future of the U.S. Army in Europe conducted within the Policy and Strategy Studies Program of RANDs Arroyo Center. The study assesses the political, economic, and security ramifications of German unification and the future of German-American relations. It should be of interest to U.S. government officials dealing with NATO and Central European affairs. The author would like to thank Daniel Hamilton and F. Stephen Larrabee for their comments on an earlier draft of this report. A special word of thanks also goes to Gerhard Herdegen from the Allensbach Institute for Public Opinion and to Nancy Walker from the United States Information Agency for their assistance in providing the public opinion data used in this report. Research was concluded in September 1990.
