This report covers investigations and measurements of temporal frequency responses as a means to numerically analyze the motion performance capability of a digital video teleconferencing codec. The effort described in this report contains a more detailed analysis, refinement of measuring techniques and a large selection of measured values of temporal frequency responses and other related performance parameters on three different codec models. It reviews the parameters which can be observed in the picture. It covers the development of the test procedure and reviews the test signals and describes the methodology of their applications. It contains a discussion of the test results and shows them to be fully logical and in accordance with expectation and limited observations. It also gives a brief review of the program and contains recommendations to further efforts in the objective performance evaluation of digital video codecs.
