The Department of Defense DoD is the steward for about 25 million acres of land in the United States. These lands possess an irreplaceable collection of natural and cultural resources. These are national treasures to which all Americans are heir -- the legacy of each generation to those who follow. In 1991, Congress and DoD elevated the stewardship of natural and cultural resources to a new level of priority with enactment of the Legacy Management Program. The FY 91 DoD Appropriation Act included 10 million to establish Legacy. Legacys purpose is to promote, manage, research, conserve,and restore the priceless biological, geophysical, cultural, and historical resources which exist on public lands, facilities or property held by the Department of Defense. The Legacy challenge is to develop techniques to enhance the management, conservation, and proactive stewardship of resources at the installation level, and at the same time , unify and integrate these efforts among the military services, scientific disciplines, and geographic regions. This report describes Legacys progress during its first year.
