This report presents an economic evaluation of two reclamationreuse options for solvent-based obsolete and unserviceable propellants 1 resolvationreuse of propellants and 2 reclamationreuse of selected propellant ingredients via solvent extraction. Both of these options were recently investigated to determine their technical feasibility under a previous task and detailed in a report entitled Propellant ReuseRecovery Technology prepared by Arthur D. Little, Inc. According to the Environmental Conference Proceedings of the Hazardous Waste Minimization Interactive Workshop sponsored by the U.S. Army Material Command AMC in November 1987, the demilitarization inventory contained 158,000 metric tons of obsolete conventional propellants in 1987 with a projected growth to 249,000 metric tons by 1993.
