Abstract:

The author presents an analysis of a typical shipboard Damage Control DC organization, with emphasis placed on the general failure of the organization to cope with the variety generated by a mass conflagration. Two environmental scenarios, the Main Space Fire and the Mass Conflagration, are compared using an Environmental Analysis Framework. The organization is then discussed in terms of its applicable command and control characteristics, and how each of these contributes to the overall ability to cope with these two scenarios. After all analyses have been performed, the author then presents recommended adaptations to the organizational technology and command and control characteristics of the DC organization, with the goal of expanding variety handling capacity to meet the more complex environment posed by a mass conflagration.
