Abstract:

Because of the growing number of environmental laws and regulations worldwide, the U.S. Air Force has adopted an environmental compliance program that includes a mechanism to identify compliance problems before they become notices of violation by the U.S. Environmental Protection Agency USEPA. In 1984 work was begun on the Environmental Compliance Assessment and Management Program ECAMP. The concept was to combine Federal, Department of Defense, and Air Force environmental regulations, along with good management practices and risk management issues, into a series of checklists showing not only the legal requirements, but also what specific items or operations to review. Objective are 1 Improve Air Force environmental management 2 Build supporting financial programs and budgets for environmental requirements 3 Assure Major Commands MAJCOMS, installation commanders, environmental protection committees, environmental coordinators, and bioenvironmental engineers, that their environmental programs are effectively addressing environmental problems that could impact mission effectiveness, jeopardize the health of safety of Air Force personnel or the general public, degrade the environmental, and erode public confidence.
