Abstract:

The current rolling text CD 1046, being negotiated in Geneva by the Conference on Disarmament, calls for the establishment of a Technical Secretariat that would ensure compliance by all State Parties to the treaty through an agreed upon inspection regime. This paper takes the status of CD 1046 and analyzes over 40 National Trial Inspections conducted by individual States of both military and civilian facilities that would be affected by the treaty. It establishes the size composition proposed, detailed structure and initial cost of this Technical Secretariat. In addition, it provides a cursory look at the responsibilities of the Preparatory Commission to be formed as a part of the implementation process as well as a National Authority to be established by each State Party. A comparison of two inspection regimes is also presented to evidence that financial implications will not be significantly affected.
