Abstract:

Explains the application of electronic commerce techniques electronic data interchange EDI, electronic mail E-mail, electronic bulletin boards and facsimile to competitive procurement. This report looks at how electronic solicitations and electronic bidsproposals can be used under the large-purchase procedures of the Federal Acquisition Regulation FAR. Changes to the FAR to recognize electronic commerce are recommended. Also discussed are opportunities to use electronic commerce and small business and legal considerations of electronic commerce. This report describes how electronic business and technical data can be organized in electronic solicitations and proposals using X12EDI, X.400 E-mail, and Computer-aided Acquisition and Logistic Support CALS standards.
