Working for America: A Federal Employee Survey

This report summarizes the responses to the 1989 Merit Principles Survey, a survey completed by a representative cross-section of nearly 16000 Federal employees between July and October 1989. The survey collected facts and statements of attitude and opinion concerning a number of vital Federal personnel management issues including pay, working conditions, and the quality of supervisors, coworkers, and job applicants. It is the third such survey conducted by the U.S. Merit Systems Protection Board MSPB at 3-year intervals over a 9-year period and thus offers a unique basis for tracking attitudes and opinions during a time of significant change for the U.S. civil service system.
