The first major objective of this study was to specify how the Armys international cooperative research, development and acquisition RDA program could more effectively enhance the Armys Technology base. The study resulted in six major issues and recommendations 1 Policy and implementation need strengthening 2 the study recommends that AMC use the bilateral working group concept with selected countries 3 People exchange programs offer opportunities for the technology base 4 the study recommends that ASARDA direct an evaluation of identified regional opportunities and develop them on a priority basis 5 Non-DoD activities in international cooperation are underutilized 6 Close Army-industry cooperation is a key to success in international cooperative programs the study recommends that DA formalize a process for increasing industry participation in policy formulation, program planning, the memorandum of Understanding MOU process, and removing barriers to cooperation.
