Abstract:
The Corps of Engineers can better identify its need for military construction planning and design PD funds through the use of a model that incorporates the relationship of project size, design execution rates, and customer fund source. The costs of providing PD services are not out of line with similar services provided in the private sector however, cost reduction improvements can be made. The Corps should undertake a comprehensive review of design breakage, lost design, the differences between design costs for small and large projects, and the strategy for managing PD.
