Abstract:
The purpose of this study is to examine how the United States Coast Guard develops and manages its law enforcement mission. The author analyzes the Coast Guards strategy development in its maritime law enforcement mission. Specifically, the thesis starts with a review of the strategy concept and attempts to answer what strategy is, what a strategist is, and what is strategic planning. Secondly, this study cites four factors the original culture, public opinion, the law enforcement mission role, and expectations that will significantly influence Coast Guard law enforcement strategy in the 1990s. Finally, the author addresses the current Coast Guard law enforcement strategy from its formulation to its execution.
