This report summarizes the research program in three separate areas all directed toward the development of improved mechanical properties in materials suitable for use as long wavelength infrared LWIR window materials. The three areas under investigation were 1 The use of directed chemical synthesis techniques to produce phase pure powders suitable for consolidation as polycrystalline LWIR window materials. 2 The use of surface layers and surface implantation approaches to improve the fracture toughness and tensile strength of LWIR window materials. 3 The investigation of the chemical and physical processes involved in the synthesis and post-fabrication polishing of polycrystalline diamond.
