The purpose of this paper is to present a conceptual approach for measuring the program performance of the Air Force Flight Training Program FTP . The paper is divided into five sections The introduction provides the background information on four different FTP options addressed by Stoker, Hunter, Kanto, Quebe, and Siem 1987 and establishes the general construction of the program performance model the second section addresses the effectiveness of the FTP in relation to graduation rates the efficiency section develops the cost for each of the FTP options the fourth section, on performance, presents a way to compare the efficiency and effectiveness of each program and the concluding section provides a summary of the benefits to be derived from use on one of the four option.
