Abstract:

A cost reducing initiative of the Army Depot Systems Command DESCOM , has been to try to increase the efficiency of Depot mechanics by doing away with their old overhaul manuals, Depot Maintenance Work RequirementsDMWR, in favor of overhaul manuals of the commercial sector. However, DESCOM has not explained why commercial manuals are preferrable to DWMRs. Six common tests of technical manual usability have been used in this study to try to answer this question. A large representative sample of manuals from both repair sectors were compared together first to see if there were any significant differences between the two manual sets. An obvious implication of these findings seems to be that replacement of DMWRs for very similar commercial manuals is not warranted. A better course of action seems to be to insist that DMWRs be written and updated against usability standards. RWJ
