Abstract:

This report provides an assessment of security perspectives, key defense programs and emerging procurementweapons modernization priorities in six NATO-European countries -the Federal Republic of Germany, France, the United Kingdom, the Netherlands, Italy, and Belgium. Included is a detailed analysis of the various national perspectives held in each country on issues related to nuclear force acquisition and modernization, conventional force restructuring, and East-West arms control especially with respect to the CFE talks and potential SNF negotiations. The overall objective of this study is to provide the DoD Acquisition and Policy communities with an up-to-date examination of key political trends and defense policy debates in critical NATO-European countries, with special attention paid to budgetary decisions, military hardware initiatives, and arms control proposals that may impact directly upon vital U.S. and NATO defense programs.
