Abstract:

The Office of Management and Budget Circular No. A-76 directs all Federal Executive Agencies to rely on the private sector for goods and services. The United States Coast Guard, an operating agency of the Department of Transportation, is required to comply with A-76. Many believe that Government contractors performing functions contracted out under A-76 incur excessive cost growth over the life of the contract. This thesis analyzes three such Coast Guard commercial activities which were contracted out under the Circular. Specifically, it identifies causes of cost increases, and relates the current year contract price with the cost of performing each function in-house. Keywords Performance work statement.
